Today, geospatial data is abundant, but chaotic. Data is streaming in from various platforms so frequently that government and corporate leaders cannot parse through it fast enough to provide decision makers with the best information possible.

Blue Glass was built to answer the question, “What’s happening here and why?” After exploring existing commercial technologies and modeling different approaches using a Build-Measure-Learn feedback loop, we determined that leveraging Artificial Intelligence (AI) and analytic tools was the best course to driving insights and understanding from the data quickly.

Applying Immersive Engineering resulted in Blue Glass going from a concept to initial MVP in less than four weeks, an operational open source platform in just three months, and a spin-off into its own company, GeoSpark Analytics, in less than a year.

Contracting Officer’s Representative (COR) was frustrated with the archaic nature of software used for tracking vendor invoices. Their current system required vendors to submit invoices in quarterly PowerPoint presentations, making it nearly impossible for the COR to conduct month-to-month analysis without opening multiple documents.

Using Human-Centered Design and Agile Engineering, Team OGS mapped the existing workflow, identified the inefficiencies, recoded the entire application, and used the Bootstrap framework to deliver an automated solution.

OUTCOME

The new process and tool allows vendors to enter their data in real time, and instantly validates their invoices, labor categories and levels, and rates. Vendor data, which was previously only available quarterly, is now available on-demand to the COR for comparison and analysis.

Students in all Customer training locations (across the US and around the world) complete paper surveys, which are boxed up and shipped to one location for sorting and collation. Customer would then manually transfer the information into a spreadsheet and assign a color value for classification. The time to ship and transfer survey results made it too cumbersome to conduct any analysis, and as a result, offered minimal actionable feedback to instructors or course developers.

After a series of OGS Visioneering sessions – in which the Customer and Team OGS validated a desire to modernize and improve the way course feedback was collected – Team OGS set to work in identifying commercially available options to automate and present student surveys. Within 3 weeks, Team OGS delivered a Minimum Viable Product that integrated an AWS environment with IBM Watson for text and sentiment analysis, and connected to Survey Monkey via their API.

OUTCOME

Students now enter their feedback online immediately following a course, removing the burden for paper surveys or shipment delays. Immediately post-survey collection, managers can conduct analysis across the entire divisions and compare feedback from the same course in multiple locations. Course adjustments based on feedback can be made prior to the next iteration. The system creates charts for visual analysis and is much less error prone and tedious than manual data entry.

Customer maintains over 13,000 standards used by multiple agencies. For contracting purposes, the Customer uses a defined set of standards that are included in a statement of work (SOW) and used to provide contractor requirements. When building a new contract SOW, the Customer must cross reference an Excel file to define the necessary standards, an incredibly time-consuming process.

Team OGS rapidly identified an existing tool for data management, with the necessary default capabilities. Using Agile methods, we integrated the standards into a database, and built profiles of standards that could rapidly be exported into the Customer’s SOW or contractual document. Additionally, by migrating to C2S, this tool is available to other agencies for future use.

By defining and designing pre-determined standards within the new database, Team OGS eliminated the need to parse through thousands of standards.
